The Texas State Legislature will meet for its 89th session in Austin from January 14 to June 2, 2025.
Texas CASA’s Public Policy Team collaborates with stakeholders, the state child welfare system and elected officials to ensure public policies focus on issues affecting children and families in child protective services.
Texas CASA’s Priorities for the 89th Legislative Session include:
1. Texas CASA supports funding for local CASA programs
2. Texas CASA supports policies that preserve families, promote family reunification when possible, and minimize the time children spend in foster care.
3. Texas CASA supports funding and policies that provide children with access to safe, stable placements in their community that meet their individual needs and support their permanency goals.
4. Texas CASA supports funding and policies supporting and encouraging placement with relative caregivers.
5. Texas CASA supports funding and policies that improve services and support for older youth in foster care as well as older youth exiting foster care.

Legislative Advocacy Teams (LATs) work with Texas CASA and their local CASA programs to build relationships with legislators, develop policy agendas to improve the child welfare system in partnership with Texas CASA, and motivate and empower others in their program to advocate for those improvements. LATs are led by CASA volunteer advocates and/or board members, and work with staff liaisons in each CASA program. This year, Dallas CASA’s LAT will visit the Capitol on March 26, 2025.
