When police pulled Adrian’s father over for multiple traffic violations, they discovered four-year-old Adrian and three grams of crack cocaine in the car. Adrian’s father was placed in jail and Child Protective Services worked all night trying to locate Adrian’s mother. Adrian spent his first night in foster care in CPS’ night intake unit.
When CPS finally reached Adrian’s mother, concerns mounted. Adrian had a six-year-old sister, and CPS caseworkers noted that both children were showing signs of severe speech developmental delay. The decision was made to place the children in foster care.
